Procurement and Financial Services Sales Specialist Government Banking

Taylor M. Kelly is a procurement and financial services sales specialist for the Government Banking channel at Western Alliance Bank. In this role, he leads procurement strategies and public sector engagement, supporting the bank’s expansion within federal, state and government-adjacent financial institutions. Working closely with these institutions, he navigates competitive procurement processes and complex compliance environments to develop durable banking partnerships.

Mr. Kelly joined Western Alliance Bank in 2026, bringing extensive federal government experience. He previously served at both the U.S. Department of the Treasury and the U.S. Department of Commerce, gaining firsthand insight into federal budgeting, capital deployment and interagency operations. Prior to that, he spent seven years with the House Appropriations Committee, where he gained experience with the legislative process, federal funding priorities and the political dynamics that shape government spending. This combination of executive and legislative branch experience equips Mr. Kelly with a nuanced understanding of federal procurement cycles, regulatory requirements and public sector capital strategy, enabling him to effectively advise clients.

Mr. Kelly holds a Bachelor of Arts in Political Science from the University of Missouri. He resides in the Washington, D.C., area with his family.
