Paulina Woo is a senior director, treasury management in Western Alliance Bank’s Corporate Finance and Public and Nonprofit Finance groups. With more than 15 years of treasury management consulting and investment advisory service experience, she delivers tailored solutions to help clients create efficiencies and capitalize on opportunities in their operations. 

Most recently, Ms. Woo was a managing director at PFM Asset Management, where she previously worked in several positions with progressive responsibility. She provided investment advisory and treasury management consulting services to institutional and government clients across the western U.S., in addition to conducting business development activities. She is a champion for recruiting, talent development and culture-building within organizations. 

Based in Phoenix, Ms. Woo is a frequent speaker at municipal conferences and seminars, covering topics such as diversified investment strategies, optimizing banking relationships, bond proceeds investment strategies, building an investment program, developing investment policies and internal controls, and managing risk in public investment.

She is a member of the Government Finance Officers Association (GFOA) and a former advisor member of the GFOA Committee on Treasury and Investment Management (TIM). She is also an active participant in several additional public finance and higher education organizations, including the National Association of Counties (NACo), Government Finance Officers Association of Arizona (GFOAz), Arizona County Treasurer’s Association (ACTA) and Western Association of College and University Business Officers (WACUBO). Ms. Woo sits on the Executive Board for the Women in Public Finance Rocky Mountain Region. She also participates in Women in Public Finance, the National Association of Hispanic County Officials, and Asian Americans in Public Finance.

Ms. Woo earned a Bachelor of Arts in Ancient History and History from the University of Texas at Austin and a Master of Arts in History from the University of California, Berkeley.
